Eligibility

1. In order to participate in EPGSL, a girls must be a resident of the village, with the following exceptions: a. A girl may continue to participate in EPGSL after moving out of the village, if the participation is continuous. b. Any former resident, who has an immediate family member playing in the league, will be allowed to join, , if the participation is continuous.

2 If a girl participates in any other softball league, traveling team, or organized softball team, even if it represents Evergreen Park, will not be allowed to play in the league. Players participating on League Tournament teams and All Star teams are eligible to play in the league.

3. Any questions on eligibility will be handled by the League Board. Note: Any violation of Rule 2 above, carries a mandatory suspension of the girl for one year and forfeiture of all games in which she played while being rostered in both leagues.

4. A player must move up to the next division when she reaches the minimum age for that division.

5. If by the midway point of the scheduled season for each division a girl is not a rostered player, she may not play in that season.

6. Any returning player, that quits prior to the draft or before the season starts, must sit out that season.

7. Any girl drafted by a team and quits prior to the season must sit out the season.

8. Any rostered player who quits after the 1st scheduled game must sit out the remainder of that season and the next season.

9. Exceptions to the Eligibility Rules to be chaired by the League Board regarding individuals protests.

DRAFTING


Drafting will be done annually with each division drafting separately.

RULES OF THE DRAFT

1. Managers musty account for all girls on their prior roster including those moving up or dropping out. This information, with the list of girls returning to the team, must be given to the Player Representative one week prior to the appropriate draft. The player Representative will verify eligibility of players and then inform Division Commissioners of number of players to be drafter. Note: Failure to give a list to Player Representative on week prior to the draft will result in loss of turn in the first round of the draft.

2. Managers may move up with any number of players, but if the team number is less than a full team (9 players), the manager is not guaranteed a team. If there is no team available, the team will go into the draft.

3. Previous season’s rostered managers with immediate family members involved in the draft may take said immediate family members to any team he/she is going to manage. His/her immediate family member is his/her team’s first round draft pick, except in the Daisy, Junior Petite, or Petite divisions.

4. Coaches who become managers may take his/her immediate family members to his/her team. Said immediate family member is that team’s first round draft pick, except in Daisy, junior Petite, and Petite divisions.

5. Managers with less than a full team (9 players) must drop his/her team if there are not enough players in the draft to fill his/her team.

6. If a full team is available (9 players), but the manager, coach, or parent did not elect to pick up that team, the team will go into the draft. The Player Representative should notify the player(s) of their status.

7. If a partial team exists and only one manager is needed, the manager with the current seniority in that division will be given preference. If both managers have the same amount of seniority in that division, continuous league seniority will be given.

8. Immediate family members going into the draft will be drafted like any other player. No preference will be shown to have immediate fami8ly members on the same team except in Daisy, Junior Petite, and Petite divisions where immediate family members will be assigned to the team at the draft. Immediate family members entering the Junior Petite and Petite division together will be drafted together. The second immediate family member will not be counted in the draft position.

9. Immediate family member picked is not considered a first-round draft pick in the Daisy, Junior Petite, and Petite divisions.

10. A manager of a first year team in a division must draft same age players until said first year/same age players are exhausted

11. Players requesting placement on a specific team may do so however, requests are not binding to a manager at time of the draft in the Daisy, Junior Petite, Petite, Chic, Soph, and Deb Divisions.

12. Manager in an upper division whose immediate family member is moving up with a team in that division, may have said family member if they are released by their existing manager. Manager releasing immediate family member will receive the team’s #1-pick in the draft for compensation.

13. After the draft, when all teams have selected players, names of the girls left over or who entered the league after the draft, will be given to the Player Representative. Managers must maintain a minimum of twelve players. Managers needing more players will place the girls in the order of when they signed up to the managers on a first-call, first-served basis. After one half of the scheduled games in that division have been played, minimum rosters will not apply. At an individual manager’s discretion more than the minimum may be accepted.

14. Once a girl is rostered by a team, she must stay with the team unless released. If the release is to go into effect prior to the start of the season, a written release must be turned in with the other roster information either one week prior to the draft or one week prior to the start of the divisional season, whichever applies.

15. If after the team picking first has drafted in the first preceding round, a girl is found to be missing from the draft list, said girl cannot be added to the list until the drafting round is completed.

16. Exceptions to Drafting Rules to be chaired by the League’s Board.

ORDER OF DRAFT

1. Daisy, Junior Petite, and Petite Divisions- Managers’ immediate family member is assigned to his/her team. A manager of a new team will be allowed to take the first three picks before normal drafting procedures take place. If more than one more new team exists, those managers will alternate picks until each have three players. Order of draft to be determined by coin flip or pick of numbers.

2. Existing teams who have moved up from the lower division pick ahead of the current teams in reverse order of their finish in the lower division.

3. Current teams in the division pick in reverse order of their finish from the prior year.

4. All ties will flip a coin or pick number to determine order of pick. IF an imbalance of players or teams exists, the League’s Board will make the decision to take necessary action.

Example: One division has only three teams and the division above or below only four teams, a possible solution to combine those two divisions to create a new division of seven teams. Or, if a division has more players than it needs or can place with teams, and a division below or above needs players, a possible solution would be to move the players either up or down. The intent of this rule is not to create parity, but to ensure a more competitive season in each division and to afford more playing opportunities for more teams and players.

ROSTERS

Rostered players and rosters must be turned in one week prior to the start of the divisional season. Signatures of all players are required on rosters, except when in conflict.

Note: Failure to comply with this will result in: suspension of manager for the first game and additional suspensions for each subsequent game until compliance with said rule. Players, not signed and paid, will not be allowed to play any game until they do so. ALL ROSTERED PLAYERS MUST BE ON SCORE SHEETS OF ALL GAMES.

Any girl not playing must be reported to the opposing manager with reason for not playing. Score sheet will list the batting order with all players listed, including those not playing and why.

Note: 1st offense will result in forfeiture of game in which infraction occurs.

BENCHING OF PLAYERS

A manager may bench a player for any reason on written rules set up by each manager. A player may be benched for no more than one game at a time. When a girl is benched, the manager must inform the umpire and the opposing manager before the start of each game. He/She must also list her on the score sheet as being benched. After the game they must call the Player Representative and inform him/her of the same benching and the reason. The Player Representative will keep a record of the game, date and number of benching. If a 2nd benching occurs, the Player Representative will contact the girl’s parents and inform them of the reasons for the benching and if the daughter is benched for a third time, she may be released from the team. Failure of any manager to comply completely with the above rule is mandatory forfeiture of the game for which the girl is benched.

RELEASING OF PLAYER BY MANAGER

If a manager wishes to release a player for any reason, he/she must contact the Player Representative giving his/her reason and follow-up with a written report. Player Representative will make a record of all information and contact the parents of the girl and attempt to straighten out the matter. Player Representative will then inform the President/League Board and a decision will be made to either release or retain the girl. A girl, who is released by a team during the season, must sit out the remainder of the season and possibly the following season; the decision being made by the Player Representative and the President, after which she must re-register and re-enter the draft in order to play again. A manager’s failure to comply with all of the above procedures will result in the forfeiture of any and all games in which the girl did not play and suspension of said manager for one year. Possible reasons for benching/releasing a player:

1. When benched for the third time.

2. If a girl misses four games in a row without a valid reason; determined by the Player Representative.

3. If a girl causes any serious problems on the team. Player Representative must be informed as all situations develop.

AT THE PLAYER’S REQUEST

Player’s parents or legal guardian whose daughter wishes to be released from her team may verbally request said release from their daughter’s manager between registration and up to two weeks after registration. The following might happen:

1. The Board, upon review of a written request for release shall review written request and inform manager prior to final determination. If a Board Member is an involved individual, he/she may state his/her case but not vote on the final determination. In such cases, a majority is needed for release to be approved.

2. If the release is granted, the involved player will be placed into the appropriate divisional draft and the involved manager may not redraft said player.

3. If the release is denied, the involved player must either return to her team or sit out for the upcoming season. If she sits out the upcoming season, she may register and re-enter the draft the following season.

4. It is also notes that all players on a manager’s roster, even those who are released and those granted release should be counted as his/her team players.

5. Note: Failure of a manager or parent/legal guardian to fully comply with the above shall cause either immediate release or release being denied with no recourse.

Also: Any manager or coach caught tampering with any player regarding a release will be replaced.

Any exceptions to the above will be chaired by the League’s Board.

PROTESTS

No protest will be allowed when it involves the question of the umpire’s judgment, except as in Rule#11 of the Official Guide and Rule BOOK (ASA).

1. The manager or coach protesting must call time and notify the umpire and the opposing manager, with whom the game is being played under protest, of the protest. THIS HAS TO BE DONE IMMEDIATELY AFTER THE INFRACTION AND PRIOR TO THE NEXT PITCH.

2. The score book must be signed by the umpire noting the point of infraction and the general point surrounding the infraction. For example, the number of outs, score, runners on base, and how many balls and strikes on the batter. Note: Failure to comply exactly with the above will null and void the protest.

3. All protests must be written in triplicate and signed by the coach or manager. Protester keeps one copy and must send the other two copies to the President or Vice President within 48 hours after the end of the game. If after the game, the protest is withdrawn, the umpire and the opposing manager must be notified.

4. All protests must include a $25.00 protest fee, date, name of team involved and individual being protested, the name of the umpire, opposing manager, rule and section of the Official ASA Rules or EPGSL Rules for which the protest was made and all the essential facts involving the protest.

5. When all the conditions have been met, the President and a two-person review board, appointed by the President, will review the protest to see if it is valid. If deemed valid, the President will call a protest meeting and notify the individual being protested, then give the individual a copy of the protest. During this review, the President may call upon members of the League’s Board or Division Commissioner to help clarify and determine the rule.

6. The protest meeting may be attended by any member in good standing. Under no circumstances will players or parents be allowed to attend unless asked by the League’s Board.

7. Managers and Commissioners attending the protest meeting may vote on the protest as long as they are not from the division in which the protest occurred. Any number of managers may vote, but a minimum number of five voting managers are required. Presiding officer to break any ties.

8. At the meeting, the protesting individual will read the protest before those in attendance and the individual being protested will give his/her side. Members may then question both individuals. After all the questions have been answered, both individuals and anyone associated with their team must leave the meeting. After all parties have left, the protest will be discussed and a vote taken. The President will notify both parties of the outcome of such vote.

9. If the protest is won, the fee will be returned. If the protest is lost, the fee will go into the League’s treasury. No vote may be taken to return the fee once the protest is lost and no vote may be taken to change any penalty stated as mandatory.

10. When the protest involves the outcome of a game, the decision must result in one of the following: a. Protest is lost-- game stand as is. b. Protest is won—the game is to be replayed from the point at which the infraction occurred with the same line-up and players
